Definition:

An identifier whose string, possibly modified by adding a well-known prefix, may be acted upon by widely available software systems to gain access to the identifier's associated thing, or to a suitable surrogate.

Examples: In the years 2000 to 2017 such identifiers were expressible as URLs (Uniform Resource Locators), which could be acted upon by web browsers and other systems that interpreted hypertext links.
